Canine Code of Conduct in Montpelier

A group of volunteers, the Montpelier Parks Director and the Montpelier Parks Commission created a Code of Conduct for dogs owners to use as a guide in Hubbard Park (185 acres).

In the North Branch Park (193 acres) all dog are supposed to be leashed. Leashing in this area is supposed to provide more relaxing visitation by those who might otherwise feel threatened by dogs and also protect an area rich in wildlife.

The Goal of the Code:    
Protect peaceful park experiences for all Park visitors.

*    Dogs must have their rabies vaccinations up to date.
*    Do NOT allow your dog to charge, or jump, on other visitors.
*    Assume others do not want to interact with your dog (if there is ANY doubt)
*    When passing through private property (near private residence) leash your dog
*    Scoop poop  from trail, meadows or  other  traveled areas. Understand that you will miss your dogs waste  ... occasionally take care of others.

Note:
Scooping and “dogs under control” are both city wide ordinances.

 If you attended the 2008 NRPA National Congress you had the privilege of hearing Robert F. Kennedy Jr. speak on the environment. I know some people have been wondering if there is video or audio available from the presentation. To my knowledge the video it not available; however, I was able to locate the video of a similar speech that he delivered at UC Berkley. Please enjoy:

Virginia Graeme Baker Pool and Spa Safety Act

While most readers are probably on top of the Virginia Graeme Baker Pool and Spa Safety Act, I thought it would be good to provide a brief overview with links to helpful websites.

Excerpt from Title XIV - The Virginie Graeme Baker Pool and Spa Safety Act 

"(b) Drain Cover Standard- Effective 1 year after the date of enactment of this title, each swimming pool or spa drain cover manufactured, distributed, or entered into commerce in the United States shall conform to the entrapment protection standards of the ASME/ANSI A112.19.8 performance standard, or any successor standard regulating such swimming pool or drain cover.

(c) Public Pools-
(1) REQUIRED EQUIPMENT-
(A) IN GENERAL- Beginning 1 year after the date of enactment of this title--

(i) each public pool and spa in the United States shall be equipped with anti-entrapment devices or systems that comply with the ASME/ANSI A112.19.8 performance standard, or any successor standard; and (ii) each public pool and spa in the United States with a single main drain other than an unblockable drain shall be equipped, at a minimum, with 1 or more of the following devices or systems designed to prevent entrapment by pool or spa drains that meets the requirements of subparagraph (B):

I) SAFETY VACUUM RELEASE SYSTEM [see link for full description]

(II) SUCTION-LIMITING VENT SYSTEM  [see link for full description]

(IV) AUTOMATIC PUMP SHUT-OFF SYSTEM  [see link for full description]

(V) DRAIN DISABLEMENT  [see link for full description]

(VI) OTHER SYSTEMS  [see link for full description]

(B) APPLICABLE STANDARDS- Any device or system described in subparagraph (A)(ii) shall meet the requirements of any ASME/ANSI or ASTM performance standard if there is such a standard for such a device or system, or any applicable consumer product safety standard." The U.S. Consumer Product Safety Commission's Enformcment Position

"First, for seasonal pools and spas that are currently closed, CPSC's Office of Compliance has granted enforcement discretion that these facilities do not need to comply until the day they re-open in 2009.

Second, considering the limited resources and enormous mission of the agency, CPSC will prioritize enforcement of the law to facilities that pose the greatest risk of drain entrapment to children, specifically:

wading pools,
pools designed specifically for young children, and
in-ground spas,

where they use flat drain grates and single main drain systems.

We recommend that state and local health and safety agencies take the same approach of establishing priorities. CPSC staff has been communicating with state enforcement agencies about the Act throughout the year and we are relying on them to be co-enforcers of the law."
